PayPal said the majority of pending payments have been released to sellers affected by the eCheck glitch. Remaining sellers should be taken care of in next few days. And PayPal said that eBay would remove negative and neutral feedback ratings (including low DSRs) on transactions affected by the issue. I'm in the process of writing up my interview with Michael Oldenburg, who briefed me on the news, look for details in tomorrow's Newsflash. For people still affected and unable to print shipping labels, he sent me step-by-step instructions:

You can manually create single or multiple domestic shipping labels with no related PayPal or eBay transaction. Here's how:

1. Log in to your account at PayPal.

2. On the Account Overview page, click the "PayPal MultiOrder Shipping" link. The MultiOrder Shipping page opens in a new window. You can also access MultiOrder Shipping by clicking the "Auction Tools" tab and then the "PayPal MultiOrder Shipping" link.

3. Click "File" in the top toolbar and a drop-down menu appears.

4. Select "Create New Orders" from the drop-down menu.

5. A new pop-up window opens. Click "Expand All."

6. Fill in all information needed.

7. Click "Create Another" to create more labels.

8. Once all labels are created, click "Save and Close."

9. Review your order.

10. Once you confirm everything is correct, click "Print."

11. On the Print Preview page, confirm the details including label costs, grand total, printer selection, mailing date, and the number of labels to print.

12. Once you confirm everything is correct, click the "Pay & Print" icon on the Print Preview page.

13. After clicking Pay and Print, your PayPal account is charged as a single transaction and can be viewed in your History Log.

14. A sample label appears in a pop-up window once the tracking numbers are obtained. Click the "Print Label" button within the pop-up window.

15. Confirm that your label(s) has printed successfully. You can initiate a reprint if needed by following the steps provided during printing. Note: Labels can be reprinted only within 24 hours of generating the label.

To print a SCAN form: If you're using a plain paper printer, click the Print SCAN form button. If your label printer is set up, click Select Target Printer to enable your paper printer to print the SCAN form. A label printer cannot be used to print a SCAN form.

Please Note: Once your SCAN form has been scanned by USPS, your unused shipping labels are no longer eligible for refunds.

I think it's shameful that without Ina's bringing this to light, we would all still be in the dark about what was happening.

eBay and PayPal have to start acting ethically.

This is just beyond good business practices.

No mention of anything on the forums, no system announcements, no help of any kind. Holding people's money hostage for unknown periods of time.

Sometimes it feels like they are both run by con men.

I'm all for removing negative feedback against sellers for things that aren't their fault.  But does eBay have at least some process to make sure some sellers aren't getting away with something and just blaming PayPal?

By the way I met someone yesterday that was recently laid off from PayPal security.  It's nice to know PayPal is finally a safe place to do business.

Just what is the purpose of your little piece????

It is painfully obvious you have NO idea how much stress both eBay & Paypal cause to sellers for absolutely NO reason >>>
the full bullsh£t of feedback & DSR’s should be scrapped as it is showing more & more that these kind of Glitches are affecting sellers in search due to feedback

…..I don’t go into a public auction room and grade the sellers there??? IDIOTIC

Are you serious?  I know exactly what sellers go through probably even more than you do.  I also know not every seller is perfect and there are people out there that would take advantage of a situation like this.

I feel that PayPal are not as Safe as they'd like everyone to think
When Ebay tried to make PayPal the ONLY way you could pay for items, they had to gain the approval of the Regulator, Australian Consumer & Competition Commission (ACCC). PayPal refused to sign upto Australia's Ecommerce Safety net when reqursted to by the ACCC & payment arrangements went back to the way they were.

Several months ago I have had problems with PayPal & their ECheque system very similar to the ones that they are experience now. They take my Cash & they KEEP it for much longer than their system says & then No one will accept any responsibility. The Seller is upset enough to start proceedings & gives me negative feedback & ther is nothing I can do about it. Ebay won't step in. It appears that the right doesn't know what the left is doing.

As a result, I CLOSED my PayPal Acc. Part of the closure proceedure is filling in an Eform which was NOT ACCEPTED because I'd been critical of PayPal. When I removed the critical element, hey presto Form accepted

If PayPal want to act like a Bank, they should accept all regulatory requirements like every other Bank.

Ebay as the owner of PayPal should accept some of the ownership of the present debacle as its Ebays system which throws you into the PayPal system. The 2 systems are connected whether the Companies admit it or not.

PayPal is not as safe as using the Australian Banking System.

If you use a Bank at least you stand a fair chance at getting your Money Back, should a problem arise. In my experience when I've used PayPal & had problems I couldn't & they wouldn't retrieve my Money. At least when the Banks know that your account is being used fraudulently they stop Payment. PayPals guarantees are worthless as when a Major Auction House went bust & thousands of people who'd paid using PayPal were denied their monies back or refunds. PayPal are simply not good enough for me to place any faith in their system without major changes. The moving of Corporate HQ didn't inspire me either.

eBay will remove negative feedback for transactions affected by PayPal's eCheck glitch, according to PayPal spokesperson Michael Oldenburg. He also said the majority of pending payments have been released. There are a few sellers left whose funds have not yet been released, which PayPal will address over the next few days. He could not provide data on how many accounts had been affected, but said it was "an extremely small percentage of PayPal accounts."

COMPLETE BULLS*IT I have 5 eBay seller accounts with 5 different Paypal accounts and every single paypal account has received the Paypal email to clim echecks and upgrade to Merchant>>>err! they are already business merchant accounts....big shock I just received another Paypal email to claim an echeck 25 minutes ago !!!!!!

you come across as an immature fool (even if you are a powerseller of the highest order!), are you one of the ebay people who think most sellers are trying to scam the feedback system, what a stupid idea.
The system is so gamed against sellers; but as a massive seller you will be all to aware of this FACT & will be like many others who's money is in Paypal limbo, or were you not affected with your massive volume of sales.

I find it very telling that these problems are happening only when the combination of PayPal and eBay are present.

I have not heard anyone complaining about this when PayPal is used in combination with other sites.

So, the conclusion is that eBay is directing this behavior, however it is with PayPal's blessing.

They are both acting unethically, and eBay seems to be pulling all the strings.

eBay goes PayPal only and right away, the company is holding payments

PayPal owes sellers impacted by this 'glitch' more than just removal of negative feedback and DSR scores related to the issue.

What happens to the sellers that had items sold and the sellers cancelled their purchase? Will there be listing refunds?

Will PayPal address the fact that they have held these payments, and used the revenue to generate profits to fill the company coffers? How about paying some interest toi the sellers that were forced to wait for their payments to clear?

Most disturbing of all is that PayPal has yet to pubicly admit they have a payment processing issue. I guess as they are trying to infect more and more companies with PayPal, admitting they have problems processing payments on a timely basis would not be much incentive for new companies to join.

The company is designed to do one thing, process payments from one entity to another and lately they can not even get that right.

PayPal is not regulated as a bank, and that is the only reason they are able to get away with fraudulent activities such as siezing and holding payments while using the revenue for their own purposes is the fact they are not regulated.

It is time that PayPal was brought under federal regulation and was declared a bank.

Federal regulation is the only way that buyers and sellers will be able to have any level of trust or confidence in the PayPal platform going forward.

Perhaps, now that Charles Schumer has the ear of the President elect, the Senate Committee on Banking, Housing, and Urban Affairs will finally investigate PayPal, regulate PayPal, and thus compel them to comply with the law.

I fail to see your point.  What I'm saying is that you can't just make a blanket policy of removing all non-positive feedback just because a glitch *may* have been the cause of it.  You think the counterfeit seller from China should get a free ride on one of their transactions just because PayPal messed up?  What eBay needs to do is either give a free feedback revision for each affected transaction or actually investigate the comments to ensure it was their fault and not the seller's.  eBay needs to take responsibility for their mistakes not just wash their hands.

I've stopped selling and buying on eBay until some sanity returns. In the meantime I've been reading all the horror stories that mostly Sellers encounter when trying to solve a problem. I don't want to spend hours of my time trying to fix a problem and get the run around. I've had canned and unsatisfactory dealing with eBay 'Live Help' no one there knew what was going on and a waste of my time. I feel bad for everyone here.

What I've been reading about now is this new company they've acquired 'Bill Me Later' there's a blog on 'BusinessWeek' called ''Quickie Reader Survey: Have you used ''Bill Me Later?''

Customer Service and the glitches smacks of the Paypal run around, so I thought this Blog may be of some interest incase anyone is thinking to sign-up with ‘Bill Me Later’. If you are still using eBay at all.

''Glitches'' - yeah right!!!  
I was one of the 'pinks' recently fired.  I think it's about time that the public know what a sham Paypal and Ebay have become.  Ebay owns Paypal. Except for very early on, the first few months of it's operation, Paypal never had/have any glitches.  This is all to keep the buyers/sellers' money and gain revenue from it.  Of course, they do not pay interest to the buyers and sellers.  As for the reporting to the IRS, that's also baloney: IRS reporting is to start for the calendar year 2011.  These revenues now reported couldn't be included on any tax returns/reports.  That is all 'blather' - a lame excuse to cover up for their phoney 'glitches'.
As stated, PAYPAL IS NOT A BANK, not regulated by banking laws, and so far, not accountable for the money that they basically steal from sellers and buyers.  They have to be subjected and regulated by US banking laws.  They hold your money...it's as if you gave your money to a stranger on the street and said 'hold this for me' and then you hoped that you would get it back.  That's a very simple equation, but also very very similar to what you run into with paypal and ebay.   As the elections are now over and done with,  the new administration would definitely be friendlier to consumers (remember, Meg Whitman was a strong supporter of McCain - and vice versa.....an excellent reason, alone, NOT to have cast a vote for McCain!).  But to get back on track, Paypal must be regulated and held accountable. The new politicians elected can remedy this once in office.  You see how Paypal operated differently in Australia with these fake 'glitches'.  They fear the legal backlash that they have already unleashed by their duplicity in Australia and cannot, there, get away with the lies that they spew out here in the States!  
Senator Christopher Dodd has just given a speech about the abuses of customers suffered at the hands of the banks and credit card companies.  He favors oversight and guidelines.  Write him about Paypal and Ebay...Ebay owns Paypal...and complain how this miserable company can operate and handle millions of dollars without oversight and regulation.  WRITE HIM.  The change will then come. Once Paypal is looked at, it never could operate as unlawfully as it does - case closed!

Negatives and Neutrals are easy to spot, but how in the world are we supposed to know who and if a particular eBayer gives us a low DSR being that its foolishly anonymous!

What if this ‘unclaimed eChecks issue’ is NOT a glitch, but a ‘red flag’ that eBay is in  big trouble and perpetuating a FRAUD.

The ‘red flag’ being, Paypal holding your monies for an undetermined amount of time, no notice to the Community (eBay Sellers and Buyers) that this issue exists and Paypal lets it continue.

From past discussions I remember Griff saying something like if eBay doesn't do something, there will be NO eBay. Plus there is no eBay Live 2009.

What I find strange is Donahoe's total absence from the eBay Community, to instill confidence, his wall of secrecy as to the direction of the company.

To me it is obvious that with all Paypal technological know-how, that they could get the money to the sellers and stop these money unclaimed emails if it were a priority to them, but it’s not.

Call me paranoid but, I would temporarily empty my Paypal account, to an amount that I could live without, until these issues become clearer.

Just my thoughts.
