eBay has apparently shelved its plans to make PayPal the only payment method on their Australian auction site. eBay posted the following on their announcement board:  
 
eBay has withdrawn its notification to the Australian Competition and Consumer Commission (ACCC) about removing other payment methods. Instead eBay will continue to allow all existing payment methods on eBay.com.au.

We have decided to withdraw the notification to stop any further confusion and disruption among the eBay Community.

eBay regrets any uncertainty that this process has caused among the Community and believe that today�s decision will remove further doubt.

eBay's goal has always been to provide members with a safer experience. Under the current circumstances, we will continue to look for ways to do that while still offering a variety of payment choices.

eBay requires all sellers to offer PayPal as a payment choice on eBay.com.au along with other permitted payment methods of their choosing.

Although we have decided not to move ahead with the further planned changes, eBay is pleased that all buyers can now choose PayPal along with other permitted payment methods of their choice.

Other recently introduced safety measures, such as PayPal Seller Protection and increased PayPal Buyer Protection (now up to $20,000) will also remain.

You're quick off the mark, Ina.

I'm sure I can hear the sound of champagne corks popping all over Australia. Good tactical move by Ebay to withdraw rather than have the ACCC force the decision on them. Thanks for all your posts and blog articles on this topic, Ina.

The *PayPal-required-as-a-payment-option/method* was part of eBay's original (now withdrawn) notification (see # (1) below).

So if eBay withdraws the notification, it ALSO has to withdraw *that requirement*.

Here's the relevant part of eBay's notification, on page 9:

Specifically, under the Project it is proposed that:

(1) effective on and from 21 May 2008, eBay will amend its User Agreement and
alter the functionality of the eBay Site such that all sellers (including both new and existing sellers) will be required to offer PayPal as one of their accepted payment methods; and

(2) effective on and from 17 June 2008, eBay will amend its User Agreement and alter the functionality of the eBay Site such that eBay will supply the services on the eBay Site to users on the following conditions:

...
...

((I) and (2) together, the "Conduct"

About time eBay got a bloody nose...I am so p#ssed at all the changes this year that whatever they do now I believe most sensible people will see it as negative (good or bad)

The ACCC and Aussie ebay users must remain vigilant of ebay.

What ebay cannot accomplish in one bold brush stroke they will attempt to accomplish in tiny strokes.

How refreshing it is to actually see a government in action whose primary interest is protecting its constituents rather than acting as a rubber stamp for the interests of big business.

While it may sound like a victory for the Australian consumer, it isn't! eBay has used the old trick of the red herring. Ask for two things, one that you want and one that is plain ridiculous. You'll end up getting what you want.

Australian sellers now HAVE TO ACCEPT PAYPAL as per user agreement etc. and have to pay about 3% extra per transaction, no matter how it is funded (don't believe the ebay marketing spin that it is only 1.1%, as it ain't)!

Hats off to the brave soul writing about this situation in the listing (click on ''anon'' above) and may it get plenty of views!

The fly in the ointment is that Ebay is still forcing sellers to offer paypal - like it or not.  They still have their big greedy fingers right in the seller's business.  Too bad.  I'm happy to hear their bullying plan for total control over payments lost - I hope its one of many many losses to them until they scream "uncle"!

Keep up the complaints to the ACCC until this is overturned too. eBay only lost the battle but they could still win the war if Aussies give up now.

eBay Australia is still forcing sellers to offer PayPal, and they have a new rule that says you're not allowed to state that you prefer any other method of payment.

You also have to offer PayPal on items for pickup, which opens you to tremendous risk (the buyer can just say they didn't receive it and you have no way to prove that they did).

EBay are aware that they are placing sellers at unreasonable risk, and they don't care.

Someone at eBay needs to do some research on the Eureka Stockade to find out what happens when you try to wring the lifeblood out of Australians who are just trying to make a living.

If they start looking into paypal, about the circling of fake designer stuff, Paypal may just well be going out of business. There are HUGE penalties for conspiring to traffic fake goods.

ebay have realised the subterfuge which they have performed on the payment page where 3/4's of the page is take with a banner for paypal (and then in the footer of the banner there are "view other payment methods" in tiny writing, it is only when this radio button is selected can you see bank deposit express and money order) has had the effect of making all of the inexperienced ebayers use paypal so they do not need to go ahead with the only paypal policy..

next in line is that the ACCC must insist that other payment systems should be allowed, this was the major objection by the financial institutions and without this access then there is no level playing field for other e-payment systems..

ACCC should stipulate that it is mandatory requirement to sign the EFT code of Practice when a institution holds money deposits on behalf of individuals,

last but not least the requirement to offer paypal (stage 1) should be withdrawn by the ACCC as this stipulation removes a Sellers choice to offer the best payment system. if a buyer wants paypal then the seller will miss out on the sale, the buyer will only choose sellers who do offer paypal..

Sadly since the introduction of no neg f/b for a buyer I have expereinced a 400% increase in buyers trying to black mail me into offering refunds because they did not read the description fully... now part of my normal week involves creating a new id and buying cheap items to kick off my feedback...

I was selling automotive parts on ebay for years but I've had enough of their games. I've found this new Aussie online auction website just for Cars, Bikes and Boats called Bidezy.com.au. The best thing is that its FREE to list your items. Its great to see an Aussie company that isn't solely interested in the mighty dollar.  All of my stuff will be on their shortly. Goodbye eBay, hello BidEzy.

Listen, BE HAPPY !!

OK, so you are required to offer Paypal as one of your payment CHOICES, but the fact of the matter is YOU WON! You STILL RETAIN YOUR CHOICE OF ALL PAYMENT METHODS.

Good for you Ausies! You put eBay/Paypal in their place. Celebrate that.

HA HA HA HA HA HA!

Aussies, please keep up the great work and make sure that you keep this up until Bbay truly allows you to list all of the payment methods in such a way where Buyers will easily be able to notice them.

You are courageous Ebayers and U.S. Sellers thank you from the bottom of our hearts!!

Hopefully, the U.S. Sellers will follow suit, and Ebay will have to succumb to the will of the People.

I truly feel amazed at Ebay for assuming that Ebayer Sellers are such idiots!

Now that eBay was shot down in Australia, can we not use this same leverage somehow to stop them from doing the same thing here, after all that's next isn't it?

Aussie sellers have won nothing. eBay still has a gun to their backs forcing them to offer PayPal whether they want to or not. The ACCC must stop this too!

In the services ebay approves of I see no mention of
Google???
Is ebay saying that Google is safe payment method NOW BUT I DID NOT SEE IN THE APPROVED LIST ABOVE?

GOOGLE IS 1/2 OF THE COST AND BETTER THEN PAYPAL.  

IF WE BUILD UP GOOGLE IN THE CREIDT/DEBIT CARE PROCESSING MAYBE THEY WILL COMPETE WITH EBAY IN AUCTION AND FIXED LISTING THIS WILL SURELY BE WELCOMED BY ALL.

This is probably why ebay started this in the first place.

It's still a great victory to all the ebay sellers that for once ebay didn't get what they want. ebay is such a hypocrite in saying the paypal only measure is for the benefit of the sellers, but in fact all they care is to get more money by getting all the payment to go through Paypal. Shame on them.
